More than 2.5 years have passed since I wrote about the dangerous effort by the WHO and its funders to entangle the nations of the world in a new Pandemic Treaty and new International Health Regulations (IHR). Although the WHO Constitution of 1948 established the organization as an advisory body and not a governing body, the early treaty drafts were written to require nations to obey WHO dictates whenever the WHO Director-General declared a public health emergency of any kind.

There were many drafts of each document that included binding requirements. The WHO broke several of its procedural rules in its efforts to get the two treaties passed at the World Health Assembly’s annual meeting in May 2024. These efforts failed.

At the eleventh hour, a new amended version of the International Health Regulations finally passed, but only because it had been stripped of almost every troubling passage. However, it did retain language instructing nations to censor their citizens’ access to health information (phrased as preventing disinformation and misinformation) and it encouraged nations to conduct (unspecified) surveillance for infections.

The final amended IHR draft did put in place pieces of the architecture that could be used to impose greater control during future pandemics. This included increasing the notification requirements to WHO when a country had a new outbreak and granting the WHO Director-General the ability to declare public health emergencies at will, with no standards to be met before making a declaration. However, the final amended IHR did NOT give the Director-General the power to impose any requirements on nations with respect to how they would respond to a declared emergency or pandemic, as initially sought. The Director-General would only be allowed to make recommendations, not dictates. And his recommendations could not be overly intrusive. See 17 (d) from the adopted IHR version below:

Furthermore, the WHO-mandated medical examinations and vaccinations found in early drafts of the IHR were overturned in Article 23 of the adopted version:

However, nations still may impose such requirements as a condition of entry, as they always have been able to do, as expressed in Article 31:

An attempt to require digital vaccine certificates, which could be a backdoor method for imposing a digital ID, failed. Specifically, the adopted IHR allows paper documents to be accepted for border crossings, in Article 35:

Since 2023, the world has dealt with another pandemic false alarm: bird flu, a.k.a. avian influenza. Perhaps not surprisingly, some of the individuals who were central in covering up the lab origin of COVID have been central in shaping the bird flu and monkeypox narratives as well.

This is important evidence that we have been presented with a prepackaged narrative about these viruses, spread by selected scientists, journals and journalists, rather than seeing a natural consensus about their danger (or lack of danger) develop through scientific and journalistic give-and-take about them.

Andrew Rambaut, one of the authors of the “Proximal Origin of SARS-CoV-2“ article that was written to cover up COVID’s lab origin, also coauthored papers including this one claiming that the 2022-23 monkeypox epidemic had a natural origin, and he did interviews on the subject.

His colleague Michael Worobey coauthored papers with Rambaut, repeatedly making the claim that COVID and monkeypox had natural, non-lab origins. In this paper on COVID origins, Worobey’s coauthors included 4 of the “Proximal Origin” coauthors, as well as Jeremy Farrar, then head of the Wellcome Trust. Farrar had helped Fauci organize and edit the Proximal Origins paper and helped choose the authors.

Jeremy Farrar himself had been instrumental in pushing H5N1 bird flu as a potential, existential threat to mankind for more than twenty years–despite the fact that in that time, only about 500 people cumulatively, worldwide have been known to die from it, and there is no proof that H5N1 bird flu has ever been transmitted from person to person.

Here Farrar is in 2004 and in 2005 spreading fear about bird flu, and again in 2024. Yet despite the ‘existential threat’ that Farrar wanted to instill in the public, the H5N1 threat to humans never eventuated. Unfortunately, hundreds of millions of birds, and some mink, foxes and cows were culled to stop the spread of bird flu–yet only two elderly Americans with preexisting conditions may have died from the disease.

The deceased person in Washington state was elderly and “high risk” according to local media. Note the language in the Louisiana statement about the other death: it is H5N1-related, not “caused by.”

Jeremy Farrar cofounded and introduced CEPI at Davos in 2017 along with Bill Gates. CEPI is the organization that has asserted it will develop and produce vaccines in 100 days for future pandemics. It is a private organization, yet it has been primarily funded by taxpayers in Norway and other countries. Which brings up the question: why are organizations like CEPI called “non-governmental organizations” (NGOs) and given tax-exempt status when they are funded primarily, or wholly, by taxpayers?

CEPI has pushed for rapid vaccine development by using very abbreviated testing, reducing regulation and imposing limited or no liability for manufacturers. Here is how they plan to make this happen, by using the COVID vaccine model (ignoring the fact that the COVID vaccines were all failures) but speeding it up and bypassing most regulation of the pharmaceuticals they develop:

Until September 30, 2026, Farrar had held the #2 position at WHO, and was probably the brains behind current WHO strategies and policies. He has now moved to an NGO

So far, no one in the US has been investigated or charged with any crime for the creation of the COVID virus, the design of highly toxic COVID vaccines, nor the fraudulent testing and data suppression of side effects for the COVID vaccines.

Pandemic disease mongering goes forward. The hugely lucrative pandemic preparedness agenda has not been stopped, but its future funding is certainly in question. COVID has left the world wary of vaccines that have not gone through standard testing procedures, clinical trials and government regulation. And many of us are wary even when those processes appear to have been accomplished correctly.

The US did leave the WHO, as promised by the Trump administration, in January 2025, froze many of its payments to the UN, and both the WHO and United Nations are now in serious financial trouble. The WHO had hoped for a tenfold increase in its budget to enable it to manage global pandemic planning, but instead it has had to almost halve its budget.

A bare bones Pandemic Treaty was tentatively adopted by the WHO member states (without the US) in May 2025, a year later than planned. But it cannot be completed and go out for signatures until its centerpiece, the Pathogen Access and Benefit Sharing (PABS) system is approved. The PABS system is the pathogen lending library: the means by which the WHO, nations, research centers and pharmaceutical companies will be legally allowed to proliferate potential biological warfare agents.

The treaty has been in negotiation for 4 years, but its several sets of negotiators have failed to reach agreement in 2024, 2025 and so far, again in 2026. The WHO has extended the negotiations’ deadline several times.

What is the bottom line?

A group of elites have managed to commandeer:

· public health,

· the WHO,

· the field of virology, globally,

· the fearmongering over pandemics and

· the enterprise of biowarfare/biodefense research for the past 30 years.

This led to very generous spending by the US and some other nations on pandemic prevention and response–while at the same time the world experienced odd pandemics that probably originated in labs, including COVID and monkeypox, now renamed MPOX. The graph below will give you an idea of what the US was spending for its pandemic response even before COVID, roughly $11 Billion yearly.

The next graph will give you an idea of what the WHO’s contractor (McKinsey) anticipated would be spent worldwide on pandemic planning, most of which would have been managed by the WHO:

Hubristic efforts to push forward rapid vaccine development and get rid of the checks and balances in the system (such as the ability to sue manufacturers for injuries) have slowed considerably, in the face of continuing resistance. Even though there has been no official acknowledgement by governments or media that the COVID vaccines failed to protect us and caused frequent, severe injuries, there is a profound undercurrent of distrust about vaccines and pandemics in the US and internationally.

Everyone seems to grasp that the COVID vaccines were developed in a highly questionable manner, and the public is now wary of participating in mass vaccination programs going forward. Childhood vaccination rates are dropping as well, according to Johns Hopkins and the CDC:

Enough people have become educated about the Pandemic Treaty that it is unlikely it will be finalized in a way that accomplishes the plans and hopes of the elites controlling the Gates Foundation, Wellcome Trust, UN and WHO. The Pandemic Treaty is unlikely to become the hammer that beats the population into submission, in its attempt to usher in the Great Reset through weaponization of public health, as was desired.

However, the public must remain vigilant, for the elites show no sign of giving up. And they have devised other means to gain global control, including the imposition of digital identity, programmable money, and the establishment of nondemocratic organizations (these are in addition to the weakened UN system) to take over the responsibilities of elected governments, thereby avoiding accountability and transparency.

They are also still trying to take over and remake the food system to steal our vitality–and failing that, we now face a perfect storm of floods, multi-year droughts, and shortages of diesel fuel, urea for fertilizer, rapidly rising costs for agricultural inputs–which are likely to lead to famines in the near future.

It is a challenging time, but at least we now have some idea of what lies ahead and can make some preparations. Now is the time to strengthen your relationships. Reevaluate your resilience to potential threats.

And most important, let go of fear.

Try as hard as you can to have faith that we are here for a purpose. That our only job is to become better people and to fulfill our purpose, and to love the best we can. Then whatever comes, we will face it in the very best way. With those we care about, we can face any challenge.
