A new Rasmussen Reports poll finds that 48% of likely US voters say they believe President Trump is acting like a dictator, while 46% say he is doing what voters elected him to do.

Opinions are sharply divided along party lines. Seventy-four (74%) percent of Democrats say they believe Trump is acting like a dictator, while the same percentage of Republicans—74%—say they believe he is fulfilling his electoral mandate. Voters not affiliated with either major party are nearly split, with 46% saying Trump is doing what he was elected to do, 44% saying he is acting like a dictator, and 10% unsure.

The survey also asked voters about quote Trump recently posted, often attributed to Napoleon Bonaparte: “He who saves his country does not violate any law.” Forty-two (42%) percent of voters say they agree with the statement, including 21% who say they strongly agree, while 40% disagree, including 29% who say they strongly disagree. Another 17% say they are unsure.

Additionally, the poll found that 44% of voters say the country would be better off if Kamala Harris had won the last presidential election, while 47% disagree. Among Democrats, 75% say they believe America would be better off under Harris, while only 18% of Republicans and 36% of unaffiliated voters say they agree. Seventy-eight (78%) percent of Republicans, 16% of Democrats, and 49% of unaffiliated voters say they do not think the country would be better off if Harris had won.

The survey of 1,241 likely US voters was conducted on February 19-20 and 23, 2025, with a margin of error of ±3 percentage points.
