Defense Contractor: “Weather Has Been Weaponised”

The above quote by Matt Andersson, former executive adviser, aerospace & defence, Booz Allen Hamilton, Chicago, was written in the Guardian in 2012, regarding the weaponization of weather. When the article was written 14 years ago, Andersson said that China, Israel, Russia, and the US already possessed the technology for use in military and black operations.
Booz Allen Hamilton received contracts in 2026 for the U.S. “Golden Dome” missile defense program along with systems engineering and integration of next-generation space-based missile warning and surveillance systems. Close public scrutiny to reign in military programs, dual-use systems, and atmospheric experimentation is urgently needed in order to protect our atmosphere and All Life on Earth.
“Few in the civil sector fully understand that geoengineering is primarily a military science and has nothing to do with either cooling the planet or lowering carbon emissions. While seemingly fantastical, weather has been weaponized. At least four countries – the US, Russia, China and Israel – possess the technology and organisation to regularly alter weather and geologic events for various military and black operations, which are tied to secondary objectives, including demographic, energy and agricultural resource management.”
Decades earlier, U.S. Senator from Rhode Island, Claiborne Pell was an outspoken proponent to prevent weather warfare. In a June 27, 1972 New York Times article, Senator Pell stated, “I want to stop this sort of thing in its tracks,” he said. If we permit weather modification, we’ve really opened up a new Pandora’s box. Man already has too many awesome and devastating weapons of war.”
Senator Pell was instrumental in spearheading efforts to ban weather manipulation, leading to the UN ENMOD Treaty, ratified in 1980. Unfortunately, the ENMOD Treaty allows for “peaceful uses” of environmental modification techniques, which raises important ethical, environmental, and legal questions.
In 2026, the testing of climate intervention methods and other atmospheric experimentation is funded and coordinated by the U.S. Congress in partnership with other United Nations (UN) Member Nations via the World Meteorological Organization.
The Weather Research and Forecasting Innovation Reauthorization Act of 2026:
The Weather Research and Forecasting Innovation Act of 2017 (below): “(3). (e) DATA SHARING PRACTICES.—The Under Secretary shall continue to meet the international meteorological agreements into which the Under Secretary has entered, including practices set forth through World Meteorological Organization Resolution 40.” Source p.15
Fortunately, USA States have now entered into the weather modification policy discussion via legislation in order to preserve a clean atmosphere and environment, as well as to protect against unwarranted surveillance and data collection. Internationally, Mexico banned solar geoengineering experimentation in 2023. In 2026 African Ministers called for international non-use of geoengineering, debate has occurred relative to geoengineering governance in the Parliaments of the UK and Germany, and a “Blue Skies” initiative is underway in Italy.
The infrastructure of weather modification (5G/6G/NextG, AI, satellites, NEXRAD) provides the foundational architecture for a global wireless control grid, being installed in every UN Member nation.
